6 strategic thrusts. Within the Strategic Thrust
2: Improving People’s Wellbeing; Focus area:
Achieving universal access to quality healthcare is
the area of focus that is coordinated by the Ministry
of Health. It contains four strategies:

1. Improving targeted support, especially for
people with less access to the services.
2. Empowering the delivery system for better
health outcomes.
3. Expanding capacity to improve access to
health care services.
4. Intensifying cooperation between public
and private sectors and NGOs to increase
health awareness.
