Introduction

The Social Security Organization (SOCSO) has two main Schemes namely the Employment Disaster Scheme and the Disability Scheme. Disaster workers and SOCSO contributions are eligible to apply for the scheme. The patient will be referred to the SOCSO Doctor Board established at the relevant hospital.

Before referring to the Doctor Board, the patient must be apply for a Medical Report at the hospital using the form provided by SOCSO. The applicant must first report a disaster report to the nearest SOCSO Office. The SOCSO will determine the type of SOCSO Medical Report form according to the claim. The usual type of SOCSO Medical Report is as follows:

1. Medical Report for Permanent Disability Benefit claims.
2. Medical Report To Apply Illegal Pensions
3. Medical Report To Apply Service Illness

The patient will send a completed Medical Report to the Socso office for further action. The Socso will inform the relevant hospital to set up the Doctor Board.

The Doctor Board is an independent body established under the authority of the Minister as provided under the Employee Social Security Act, 1969.

The SOCSO Cabinet Is Only Established In State Hospital Or Specialist Hospital

Procedures For Managing Societies Procedures Are As Follows:

1. The SOCSO informed the hospital to establish a Doctor Board in accordance with the relevant discipline
2. The hospital will send a list of Medical Officers to be appointed as a Panel of Doctors.

Who’s A Member Of The Society’s SOCSO Doctor?

The Member Of The SOCSO Doctor’s Hospital Consists Of

1. Hospital director or deputy chairman of the Doctor Board.
2. An Expert that is associated with a patient’s illness.
3. One Senior Medical Officer is also from the same Department of Discipline.

However, the Doctor Board may convene if there is a Chairman and a Medical Officer / Expert. In case of service / occupational patients, there should be a painter as a panel. Members of the Doctor Board, Doctors should be those who have never treated the patient.

What Is The Role Of The SOCSO Doctor?

The Doctor Board performs its role in parallel with the given jurisdiction, according to the qualifications, terms and conditions and procedures set out under the (General) Social Security of Employees Act, 1971.

The Socio economic Board will determine the level of disability of the patient and the percentage of assistance that should be given based on Several Guidelines issued by SOCSO.

Among the guidelines referenced is Guidelines on Impairment and Disability Assessment of Traumatic Injuries, Occupational Disease and Invalidity, Revised Second Edition 2010, buku rujukan Guidelines on the Diagnosis of Occupational Disease, Revised First Edition 2009 dan Manual Panduan Bagi Taksiran Hilang Upaya Berdasarkan Pekerjaan Bagi Kegunaan Jemaah Doktor/Jemaah Doktor Rayuan PERKESO 2012

Date Of Conference

The SOCSO will request feedback from the Head of Department to determine the suitability of the day for the Pilgrims to convene as a schedule throughout the year. The SOCSO will inform the Doctor of Medicine two weeks before the date of the meeting.

Doctor’s Board Decision

The decision of the Board of Directors will be made on the same day after the meeting and submitted to the SOCSO party present for further action.

If the patient is not satisfied with the decision of the Doctor Board, they may appeal to the SOCSO party to be referred to the Doctor Board of Appeals.

The Board of Appeals will be composed of State Health Directors, Specialist Medical Officers and Medical Officers. All of them were not involved in the previous Doctorate.

Conclusion

Members of the Doctor Board requires those who are skilled in determining the level of patient disability based on guidelines issued by SOCSO. Therefore, Socso’s ongoing efforts to provide training and workshops to Medical Officers can improve quality, fair and accurate service.
